Look up the paper, it literally won’t take more than 15 minutes to read, it’s like 1 page long and there is NO math or science in it. TLDR: We’d have to disassemble a planet the size of Jupiter to get enough “raw” matter to build one. It says nothing about how that matter would be converted into usable materials.
